
Regional Council Charter
Adopted by the CASE Board of Trustees, July 2022
Purpose
The Regional Councils are strategic advisory bodies helping to advance the profession regionally and bring CASE closer to the membership. They provide advice, in the delivery of the CASE strategic plan, to the CASE President and CEO and other senior staff on regional strategies, membership trends, and help CASE enhance its value proposition for members within the region.
Responsibilities
- Advise CASE staff, in support of the profession and our membership, on the delivery of the Strategic Plan, especially the regional nuances and priorities that inform its implementation.
- Advise staff on priorities and opportunities for membership retention and acquisition in the region.
- Provide input on regional or country-specific Legislative Agendas, within the context of the Global Policy Framework, and on how CASE should respond to political and legislative issues impacting the sector.
- Promote CASE among members and professional colleagues within their region.
- Identify and recommend advancement professionals and educational leaders to serve as CASE volunteers and, in particular, Council members, with a specific focus on CASE’s commitment to Diversity, Equity, Inclusion, and Belonging.
- Provide personal philanthropic support to CASE as individual circumstances permit.
Members
The Council shall consist of not less than seven, and no more than 19 voting members, the certain number to be determined by the Council in consultation with CASE staff. Council officers include the Chair, Vice Chair, and Secretary. The Chair of the CASE Board of Trustees and the President and CEO serve as ex-officio members of the Council.
Terms
Council members serve terms of three years; officers serve terms of two years. Members may not serve more than two consecutive terms and officers may not serve for more than one term.
Election
The Council Leadership Committee, working alongside CASE staff, develops a preferred profile for Council members and officers and invites members to submit nominations for open positions. Council members are elected by the membership within the region.
Meetings
The Council meets twice a year, either in person or virtually, and at other times as may be deemed necessary or appropriate. A majority of the members present at a meeting constitutes a quorum. The Regional Councils meet, on an annual rotational basis, with the CASE Board of Trustees.
Staffing
The Council is staffed by the regional Executive Director, who is appointed by the CASE President and CEO with input from Council members. The regional Executive Director serves as an ex officio, nonvoting member of the Council.
