Senate Democrats removed a provision from President Obama’s American Jobs Act that would have reduced the value of itemized deductions, including the charitable deduction, to 28 percent for high-income taxpayers. The provision was replaced by a 5.6 percent surtax on taxpayers earning more than $1 million. Despite the change, the bill failed to get the 60 votes necessary to proceed to consideration in the Senate.
